Report says Haromaya residents join Oromo protests against the Master Plan

The Oromia-wide protests against the Addis Ababa Master Plan has continued for another week. According to a reliable report, today, December 3, 2015, Haromaya town’s residents, in Eastern Oromia, marched through the town denouncing the Addis Ababa Master Plan and the brutal attack of the Ethiopian Federal Police (Agazi, the military-police branch of TPLF) against peacefully-protesting students earlier the week at Haromaya University. Earlier the week, Haromaya University’s Oromo students were protesting against the Addis Ababa Master Plan, whose goal, they say, is to expand the City of Addis Ababa by many folds by evicting Oromo farmers from their land around Addis Ababa, and, consequently, leading to the loss of the Oromo livelihood, and the Oromo cultural and linguistic identity in the region. As shown in this video, they were violently met by the Ethiopian Federal Police, which stormed the campus – killing at least three and wounding many more, according to media reports; a fourth student, named Gazzahany Oliqaa, died a day later from complications of the police beatings.

On December 1, 2015, as the Oromo protests against the Addis Ababa Master Plan spread over many zones of Oromia, the Ethiopian Federal High Court was passing down verdicts on six Oromo students in a courtroom in Addis Ababa. The students have been imprisoned without due process of law, thus prisoners of consciousness, since May 2014, when the first round of #OromoProtests against the Master Plan engulfed Oromia. According to social and local media reports, five Oromo students, namely Abebe Urgessa, Megersa Worku, Adugna Kesso, Billisuma Damana and Teshome Bekele, were handed down guilty verdicts for violating laws, which Human Rights Watch and other human rights organizations have labeled as draconian. According to observers, the Tuesday convictions of Oromo students is judicial violence, similar to the violence that the Ethiopian Federal Police is using to crush the peaceful #OromoProtests dissent, as reported over the last week; the observers say the ultimate objective of such violence is to impose the undemocratic Addis Ababa Master Plan without the will of the people, and through fear and intimidation.

ይህ የኣሁኑ መንግስት ስልጣን ከያዘበት ጊዜ ጀምሮ ያለ ሟቋረጥ የበርካታ ዜጎችን ህይዎት ኣጠፍቷል። በተለይም በኦሮሞ ተወላጆች ላይ የተፈጽሙት ግዲያዎች፣ የጅምላ እስርና ማሰቃየት ተነግሮና ተጽፎ የሚያልቅ ኣይደለም። ይህ መንግስት የኦሮሞን ህዝብ በተለዬ ሁኔታ ሆን ቢሎ ነገር እየፈለገ በሰላም እንዳይኖር በማድረግ በገዛ ሃገሩ ግፍ እየፈጸመበት ይገኛል። የዛሬ ኣስራ ኣምስት ኣመት ኣካባቢ ሆን ቢሎ የክልሉን መንግስት ዋና ከተማ ከኣዲስ ኣበባ ወደ ኣዳማ እንዲቀየር በማለት በማናለብኝነት የወሰነውን ውሳኔ በሰላማዊ መንገድ በመቃወማቸው በርካታ የክልሉ ተማሪዎችን በግፍ ጨፈጨፈ።

በሺዎች የሚቆጠሩትን በተለያዩ እስር ቤቶች በማጎር በድብደባና በህክምና እጦት በርካቶች በእስር ቤቶች ውስጥ እንዲሞቱ ተደረገ። ከዚያም ጊዜ ወዲህም ምክንያት እየተፈለገ በርካቶች በእስር ቤቶች እየታጎሩ የበደሎች በደል ሲፈጸምባቸው ኖረዋል።

ከቅርብ ኣመታት ወዲህ ደግሞ በልማት ስም የገበሬውን መሬት ለውጪ ባለሃብቶች በመሸጥ ከኖሩበት በማፈናቀል ለከፋ ችግርና መከራ ሲዳርግ ቆይቷል። ይህንን ህገወጥ ድርጊት የተቃወሙትንም በእስር ሲያንገላታ ኖሯል። ካለፉት ሁለት ኣመታት ወዲህ ደግሞ ኣዲስ ኣበባን ለማስፋት የሚል ኣዲስ ምክንያት በመፍጠር በኣዲስ ኣበባ ከተማ ዙሪያ ያሉትን የገበሬውን መሬቶች ወደ ከተማው ለመቀላቀል የወጠነውን የማስተር ፕላን እቅድ በሰላማዊ መንገድ የተቃወሙትን ህጻናት ሳይቀሩ ያለሟቋረጥ በጭካኔ በመፍጀት ላይ ይገኛል። የኦሮሞ ተማሪዎችም ሆኑ መላው የኦሮሞ ህዝብ የሚቃወሙት በማስተር ፕላን ሰበብ ነባሩ ነዋሪ ህዝብ መፈናቀል ኣይገባውም፣ የሃገር ልማት ህዝቡን ለዘመናት ከኖረበት ቄዬ በማፈናቀል ሳይሆን መከናውንያለበት ህዝቡን ጭምር የሚያለማና ኑሮውን ወደተሻለ ደረጃ የሚያሸጋግር መሆን ኣለበት በሚል ነው እንጂ ልማትን በመቃወም ኣይደለም።

ኣዲስ ኣበባ መሃሉ ገና ምንም ባልለማበት ሁኔታ ላይ እያለ ከዚያ ውጭ ብዙ ኪሎሜትሮች በመሄድ የኣርሶ ኣደሩን ህይዎት ለማናጋትና ከገዛ መሬቱ ለማፈናቀል የተፈገበት ምክንያት እንደተለመደው ለውጭ ባለሃብቶች ለመሸጥና ለመክበር ካልሆነ ሌላ እንዳልሆነ ማንም ያውቃል። በዚህ ማስተር ፕላን ሰበብ የኦሮሞ ህጻናትን በመፍጀት “ታላቁ መሪያቸው” ያስቀመጠውን “ብዙሃንን ኣናሳ ማደረግ ይቻላል” የሚለውን ተግባራዊ በማድረግ ላይ ናቸው። ይህ መንግሥት ባለፈው ኣመት በኣምቦ፣ በኣዳማ፣ በባሌ ሮቤ ወዘተ የበርካታ የኦሮሞ ተማሪዎችን ያለ ርህራሄ ፈጃቸው። ይሄው ዘንድሮም ካለፉት ጊዜያት በከፋ መልኩ የኣንደኛ ደረጃ ተማሪዎችን በእናቶቻቸዉ ፊት ሳይቀር በሳንጃ እየቀደዳቸው ሬሳቸውን በየሜዳው በትኖ በማሳየት ላይ ነው። እንደዚህ ኣይነት ድርጊት የሃገሪቷ መንግስት ነኝ ከሚል ኣካል ቀርቶ ከውጭ በመጣ ጠላትም ኣይፈጸምም። እድሜ ለዘመኑ ቴክኖሎጂ ይህንን የግፍ ኣገዳደል ለመደበቅ ቢሞክርም ፈጽሞ ኣይችልም። ሁሉ ነገሩ ገዳዮቹ በቦታው ላይ ጭፍጨፋ ሲያካሄዱ ለኢትዮዽያ ህዝቦችና ለኣለም ህብረተሰብ እየደረሰ ይገኛል።

ይህ መንግስት ከላይ እንዳልኩት ባለፉት ሃያ ኣምስት ኣመታት ያለሟቋረጥ በማን ኣለብኝነት ሃገሪቷን ሰላም እየነሳ እዚህ ደርሷል። ሆኖም የሃገሪቷ ህዝቦች ተባብረው በቃህ ልሉ ኣልቻሉም። ምንም የማያውቁ ህጽናት በግፍ መንግስት ባሰማራቸው ገዳዮች ሬሳ በየሜዳው ወድቆ ማየትን የሚያክል ኣሳዛኝ ነገር ይኖራል ብሎ ማሰብ ይከብዳል። ይህ ኣሰቃቂ የግፍ ግዲያ የማንንም እናትና ኣባት ኣንጀት ያቆስላል። ሆኖም እስካሁን ድረስ ከኦሮሞ እናቶችና ኣባቶች በስተቀር ድምጻቸውን ያሰሙ ኣልታዩም። በተለይም በሃገሪቷ ይህን መንግስት እንቃወማለን የሚሉ ተቃዋሚ የፖለቲካ ፓርቲዎች ኣንዳችም ድምጽ ኣለማሰማታቸው ይገርማል፣ ያሳዝናልም። ሁላችንም ይህን መንግስት በማስወገድ ፍትሕ ሰላምና እኩልነት በሃገሪቷ እንዲሰፍን እንፈልጋለን። ነገር ግን መሰረታዊ የሰዎች ልጆች መብት ላይ እንኳን ለመስማማትና ለመተባበር ኣልቻልንም። ይህም ተደጋግሞ እንደተነገረው ለኣፋኙና ጸረ-ዲሞክራሲ ለሆነው ቡድን ምቹ ሁኔታን ፈጥሯል። ይህ መንግስት ሊወገድ የማይችለው በጥንካሬው ሳይሆን በእኛ በተለይም ፖለቲከኞች ኣለመስማማት ነው። ቢያንስ ቢያንስ ኣምባገነኑ መንግስት ህጻናትን በጠራራ ጸሃይ መርዝ እየረጨባቸው ተንገዳግደው ሲወድቁ በጥይት በሚጨርሳቸው ጊዜ እንኳን ኣለመቃወም ማለት የተቃዋሚነት ትርጉሙ ምን እንደሆነ ለመረዳት ያዳግታል። ይህ በኣዲስ ኣበባ ዙሪያ በሚኖሩ የኦሮሞ ገበሬዎችን ከተማ ለማስፋት ተብሎ የሚወሰደው የማፈናቀል እርምጃን መቃወም ሁሉንም የሚመለከት ጉዳይ ነው። ምክንያቱም በዚህ ኣካባቢ የሚኖሩት ሌሎች ኣማራ፣ ወላታ፣ ከምባታ፣ ሲዳማ ወይም ሌሎች ቢሆኑ ተመሳሳይ ግፍ ስለሆነ የሚፈጸምባቸው ለመብታቸው መቆማቸው ኣይቀርም ነበር። ስለዚህ ኦሮሞ ይህንን ህገወጥ ወረራ መቃወሙ ማንኛውም ሰባዊ ፍጡር የሚያደርገው የመብት ማስከበር ጥያቄ ነው እንጂ የሌሎችን ጥቅም የሚጎዳ ተደርጎ ሊታይ ኣይገባም።

የኦሮሞ ህዝብ በገዛ ሃገሩ ላይ በሰላም መኖር ካልቻለ በምንም መልኩ ሌሎች በሰላም ሊኖሩ ኣይችሉም። ስለዚህ ኣምባገነኖችንና ጸረ ሰላም የሆኑትን ገዢዎች ከኦሮሞ ህዝብ ጎን ቆመን ካልተቃወምነውና ካላስወግደነው ሰላምም ሆነ እድገት ለሁላችንም ኣይመጣም። ምናልባት ገዢው መንግስት ኣሁን ባለው የወታደር ብዛትና መሳሪያ ተመክቶ የህዝባችንን ተቃውሞ የሚያቆም ሊመስለው ይችላል። የህዝቦችን ሃይል በወታደር ብዛትና መሳሪያ ለማቆም እንደማይቻል ኣሁን ያለው ገዢው መንግስት በሚገባ ያውቃል። መተማመኛው ሃይል ሳታሰብ ኣንድቀን ይከደዋል። ያኔ ሁሉም ነገር ከቁጥጥር ውጭ ሲሆን የኢትዮዽያ ኣንድነትም የኦሮሞ ፌደራሊስት ኮንግሬስ ሰሞኑን ባወጣው መግለጫው ላይ እንዳስጠነቀቀው ኣደጋ ላይ ይወድቃል። ምናልባትም ታሪክ ሆኖ ይቀር ይሆናል። ስለዚህ ስለ የኢትዮዽያ ኣንድነት ብቻ የሚጨነቁ ወገኖች በኦሮሞ ህዝብ ላይ የሚፈጸሙ ጭቆናዎች እንዲቆምና ይህ ሰላማዊ ህዝብ በተፈጠረበት ምድር ላይ ሙሉ መብቱ ተጠብቆለት ከሌሎች የሃገሪቷ ህዝቦች ጋር በሰላም እንዲኖር መደገፍና ከጎኑ መቆም ተገቢ ብቻ ሳይሆን ኣስፈላጊም ነው።

በመሆኑም በሃገሪቷ በኦሮሞ ህዝብ ላይ የሚፈጸመው ይግፍ ኣገዛዝ ወደት ሊያመራ እንደሚችል ቆም ብሎ የማሰቢያ ጊዜ ኣሁን ነው። የኦሮሞ ህዝብ ለተፈጥሮና ህጋዊ መብቶቹ መከበር መታገሉን ያቆማል ብለው የሚያስቡ ካሉ ተሳስተዋል። ገዢው መንግስትም በሃይል ኣስቆማለሁ በማለት ህጻናትን እየፈጀ ይገኛል። ግን ፈጽሞ ሊያቆመው ኣይችልም። የማን ህዝብ የመብት ትግል እንደቆመ የኦሮሞ ትግል ይቆማል? ስለዚህ ሁላችንም ለኦሮሞ ብቻ ሳይሆን ለራሳችንም ጭምር ስንል ይህን ኣምባገነን መንግስት በለጋ ህጻናት ላይ የሚያካሄደውን ጭፍጨፋ ማውገዝ ኣለብን የሚል እምነት ኣለኝ። የሁላችንም መብት መከበርና እንደ የኣለም ህዝቦች በነጻነት፣ በእኩልነትና በመከባበር መኖር የሚንችለው ተባብረን ይህን ኣምባገነን መንግስት ሲናስወግድና ዳግም ለኣምባገነኖች ላለመገዛት ሲንወስን ብቻ መሆኑን ተገንዝበን፣ የፖለቲካን ትርፍና ኪሳራ ማስላት ትተን ለዘመናት በሁዋላ ቀር ኣገዛዞች ምክንያት ለም ሃገር እያለ በረሃብ ኣለንጋ ሲገረፉ ለኖሩትና እየ የኖሩ ላሉት ህዝቦች ስንል ግፍን ለማስወገድ መተባበር የውዴታ ሳይሆን ግዴታ ነው።

ከደብተራቸውና ኣሬንጓዴ ቅጠል ሌላ ነገር ባልያዙት ህጻናት ተማሪዎች ላይ መንግስት ባሰማራቸው ገዳዮች ጭፍጨፋ ሲካሄድ እያዬ ዝምታን የሚመርጥ አንጀት ሊኖር ኣይችልም፣ ኣይገባም።

Dispatches: Yet Again, a Bloody Crackdown on Protesters in Ethiopia

Student protests are spreading throughout Ethiopia’s Oromia region, as people demonstrate against the possibility that Oromo farmers and residents living near the capital, Addis Ababa, could be evicted from their lands without appropriate – or possibly any – compensation. Social media is filled with images of bloodied protesters; there are credible reports of injuries and arrests in a number of towns; and local police have publicly acknowledged that three students have died so far.

The current protests echo the bloody events of April and May 2014, when federal forces fired into groups of largely peaceful Oromo protesters, killing dozens. At least hundreds more students were arrested, and many remain behind bars. Both then and today, the demonstrators are ostensibly protesting the expansion of Addis Ababa’s municipal boundary into the surrounding Oromia region, which protesters fear will displace Oromo farmers from their land. But these protests are about much more: Many Oromos have felt marginalized and discriminated against by successive Ethiopian governments and have often felt unable to voice their concerns over government policies.

Of the student protesters detained in 2014, some have been released. Those I spoke with told me about the torture they endured as part of interrogations. But countless others remain in detention. Some have been charged under Ethiopia’s draconian counterterrorism law for their role in the protests; others languish without charge in unknown detention centers and military camps throughout Oromia. This week, five students were convicted of terrorism-related offenses for their role in the protests.

There has been no government investigation into the use of live ammunition and excessive force by security personnel last year.

Ethiopia’s tight restrictions on civil society and media make it difficult to corroborate the current, mounting allegations and the exact details of the ongoing protests emerging from towns like Haramaya, Jarso, Walliso, and Robe. The government may think this strategy of silencing bad news is succeeding. But while the fear of threats and harassment means it is often months before victims and witnesses come forward to reveal what happened in their communities, they eventually do, and the truth will emerge.

The government should ensure that the use of excessive force by its security personnel stops immediately. It should then support an independent and impartial inquiry into the conduct of security forces in the current protests – and last year’s as well. Those responsible for serious abuses should be fairly prosecuted. This would be the best way for the Ethiopian government to show its concern about the deaths and injuries inflicted on the students, that it does not condone the use of live ammunition against peaceful protesters, and that those who break the law are appropriately punished.

Support the Victims of the Addis Ababa “Master Plan”

Many of us have been following the Oromo students, who have been demonstrating in all parts of Oromia, unequivocally rejecting the Addis Ababa (Finfinne) “Master Plan.” As usual, the Ethiopian government opted to shed blood, instead of responding the demands of the students that have been demonstrating peacefully.

Based on our culture of helping fellow Oromos in their time of sorrow, Macha-Tulama Association (MTA) hereby launches an online fundraising drive to support the families of those students who are killed by Ethiopian security forces across Oromia while peacefully protesting the “Master Plan.” We would like also to announce that MTA has allocated $1,000.00 (U.S. dollars) to support the victims and their families, and also to lead the fundraising effort.

The fund will also be used to support students in their needs who are incarcerated for months in notorious gulags because of again protesting the Addis Ababa “Master Plan.” Please click on the “Donate” button on our website – machatulama.org – and follow the instructions to contribute.

It’s our plan that, if sufficient funds are collected, MTA will reach out to the victims of the 2014 violence of the government.

2. School grade or academic year and field of study if s/he is a university student,
