In a fully federated arrangement, elites of one State (Region) do not have mandates to rule over another federal Region since their world view and values may be different from those in the other Region, and also since such an arrangement negates the very principle of federalism (i.e. self-rule). The practice of overstepping one’s Constitutional federal power is rampant in the Ethiopian case – where elites of the Tigray Region (organized under TPLF) do not have any boundary when it comes to their power in meddling in the affairs of the other federal States (Regions) in the multinational arrangement — a practice which continues to give this arrangement the characteristic of an imperial state that is centrally ruled by Tigrean elites. The case in point is the banning of Waaqeffannaa, the indigenous monotheist religion of the Oromo, in Oromia by Tigrean ruling elites.
